History

Originally opened to house juvenile delinquents. The intention was to educate boys & girls and to train them for a trade upon their release. Instead it became a prison for children and conditions had deteriorated seriously. It was discovered, among other problems, that many had mental issues and were not getting treatment and should be housed in other facilities.

By 1970 it was decided to close it as a juvenile facility and it was turned over to the department of corrections to house low-security adults. Since 1999, it is home of the Thoroughbred Retirement Foundation (TRF). This program is a part of a national program and provides care to approximately 102 retired thoroughbred horses, some of which are available for adoption.
