They seem to specific to be able to find on the internet. As far as the age question, that depends on the state/local laws regarding foster children. In 1860-1900 did Beaver County Almshouse authorities/policies place children of parent(s), whom all reside in the same facility, with local Beaver County families to live as Fostered, Adopted or Servants ?
