The three strike system is as such: if an editor has violated any policy or is uncivil to other editors, the editor will be warned in escalating fashion. After the third warning, if the editor still has not conformed, then they shall be blocked for the amount of time as the block admin sees fit. If after two consecutive blocks for the same or related offense, then the editor will be summarily be indefinitely blocked.
Also please note: if the editor has a history of abusing the policies and blocks, then they should be taken into account when deciding the punishment for violating this site’s policies.
